カトリック東京大司教区の菊地功（きくち・いさお）大司教は、四旬節（受難節、レント）に入る灰の水曜日の２６日、新型コロナ・ウイルス感染症に伴う公開のミサ中止を決定したことを知らせた。

「カトリック東京大司教区の皆様」に宛てた文書は以下のとおり。
新型コロナウイルスによる感染症の拡大と重篤な症例が報告されるに至り、一昨日には厚生労働省の専門家会議から具体的な見解が示されました。
感染が拡大する時期にあって、国の専門家会議は、今後、１から２週間が感染拡大のスピードを抑えられるかどうかの瀬戸際だという見解を示し、大多数が集まり濃厚な接触の可能性のある集会などの自粛が求められています。
すでに東京教区では、第１次と第２次の注意喚起をもって、感染拡大のための対策を講じてきましたが、さらに感染が拡大し多くのかたの生命が危険にさらされる可能性が出てきました。感染拡大の危険を軽減し生命を守るために、教会としてもこの重要な２週間にあってはこれまでにない対策を講じる必要があると判断いたしました。
そこで、考えられる様々なリスクを避けるため、以下のように対応を定めましたので、第１次と第２次の注意喚起とともに、具体的な対応をお願いいたします。
１：２月２７日（木）から３月１４日（土）まで、公開のミサを原則として中止します。
２：特に３月１日と８日の主日にあっては、小教区をはじめ、定期的に不特定多数の信徒が参集して主日ミサが行われている施設では、公開のミサを原則として中止にします。
３：ただし、結婚式や葬儀は、充分な感染対策をとった上で、通常通り行います。
４：２月２７日から３月１４日まで、週日のミサは、ごく小規模な参加者の場合を除いて、同様に中止します。
５：大きな状況の変化がない限り、現時点では初期対応として２週間のミサ中止を考えていますから、３月１５日以降は、通常に復帰する予定です。ただしその場合も、第１次と第２次の注意喚起にご留意ください。
６：ミサ以外の諸行事に関しては、規模が小さい集まりを除いて、できる限り延期または中止するようにご配慮ください。なお飲食が伴う行事に関しては、すでに東京都が自粛の方向性を示しています。
７：３月１日と８日にあっては、東京教区の「すべての信徒」を対象に、主日のミサに与る義務を免除します。それぞれが聖書を朗読し祈りを捧げる時を持つことを勧めます。また可能であればインターネットでミサを中継できるように手配をいたしますが、その場合、中継のミサに与（あずか）って霊的聖体拝領をするように勧めます。
教会にとって、日々捧げられるべきミサの中止の決断は、容易なことではありません。判断に至った状況の深刻さを、ご理解くださいますように、お願いいたします。
東京教区の小教区にあっては、観光客も含めいわゆる「不特定多数」の方々が集まる規模が大きい教会も少なくありません。また信徒にあっても、高齢の方々が増加している現実を考えると、ミサ中における濃厚接触の可能性や、ミサへ来るための移動中の感染の可能性などのリスクを回避することは重要です。もちろんそれぞれの方々の自己判断に信頼したミサ参加自粛の要請にとどめることも考えましたが、感染拡大を食い止めるための重要な２週間にあっては、その効果を確かなものとするために、ミサを中止するべきだと判断しました。
上記の通り、現時点では３月１４日までの時間を区切っての対応としております。限定した期間が終了する前に今一度判断をいたしますが、行政からの積極的な自粛要請がある場合を除いて、感染期間中すべてにわたって、ミサを中止する考えはありません。感染拡大を食い止めるための、緊急避難措置とご理解いただければ幸いです。
もちろんわたしたちは祈りの力を信じています。病気が蔓延したからといって祈りを止めることはありません。感染に対応する様々な手段を講じる中に霊的な戦いをも含めていなければ、この世界に教会として存在する意味がありません。
「私の記念としてこれを行え」と命じられた主の言葉を思い起こすとき、ミサを中止にすると言うことは、霊的な敗北のように見えてしまいます。だからこそ、この危機に直面している時代には、通常以上に様々な祈りを捧げなければなりません。ミサの中止は敗北ではなく、祈りの持つ力を改めて認識し、祈りによって霊的に深めるための機会でもあること、また祈りの力を改めて認識する機会でもあることを心にとめたいと思います。
信仰におけるいのちへの希望を掲げながら、愛といつくしみの心を持って、感染した方々の回復と事態の収拾を、わたしたちの母である聖母マリアの取り次ぎのもと、父である神に祈りましょう。

Dear brothers and sisters in the Archdiocese of Tokyo:
Re: Suspension of Public Masses due to the Spread of COVID-19
With the recent reports concerning the spread of infections and serious cases due to the new corona virus, the experts commission of the Ministry of Health, Labour and Welfare has issued on 24 February specific preventive measures and guidelines in response to the situation.
It was pointed out that with the rate of the spread of infections at this time, the next two weeks is crucial for the prevention of outbreaks, thus, recommending to refrain from holding gatherings with unspecified number of people.
In the Archdiocese of Tokyo, we have already issued two advisories concerning measures related to the COVID-19. However, it is expected that the infection will spread more widely, raising the possibility of putting many lives in danger. In order to contain the spread of the COVID-19 and to protect lives, the Church is determined to take necessary even unprecedented measures for this crucial two weeks.
In order to avoid various possible risks, we have decided to issue the following measures, and I encourage everyone to observe them together with the specific measures stated in the first two advisories.
1: In general, public masses from February 27 (Thursday) to March 14 (Saturday) will be suspended.
2: In particular, public masses on the following Sundays, March 1 and March 8, in general will be suspended in parishes and in public facilities where a large number of faithful coming from various places regularly gather for Sunday masses.
3: However, weddings and funerals will be held as usual, only after taking sufficient measures to prevent infections.
4: Weekday masses from February 27 to March 14 will also be suspended, except for small communities.
5: This two-week suspension of the mass is taken as an immediate response to the present circumstances, thus, unless there is a major change in the situation, the suspension will be lifted after March 15. In such case, kindly take note of the measures stated in the first and the second advisories.
6: For events other than masses, as much as possible kindly consider postponing or canceling them, except only for small gatherings. Concerning events serving food and drinks, please be informed that the government of Tokyo has already issued directives on the matter.
7: For March 1 and 8, all the faithful in the Archdiocese of Tokyo will be exempted from their obligations to attend Sunday mass. I recommend everyone to find time to read the Bible and offer prayers. We are looking at the possibility of broadcasting the mass via internet, and on such case, I encourage participation by viewing the live mass in the act of spiritual communion.
It is not easy for the Church to make this decision to suspend masses, which should be offered daily. But I am hoping for your understanding of the seriousness of the situation that led to such a decision.
In the parishes of the Tokyo Archdiocese, there are quite a number of churches visited by a large number of people, including tourists, who come from many different places. Moreover, thinking about the increasing number of elderly people among the faithful, it is important to put efforts in avoiding risks, such as the possibility of close contact with other people during the mass and the possibility of getting infected along the way as they travel to church. We have certainly considered the possibility of emphasizing personal responsibility of the faithful in their participation in the mass. However, during this crucial two weeks, in order to prevent the spread of the infection, and to ensure its effectiveness, it was decided that the mass should be suspended.
As mentioned above, the period until March 14 is an immediate response to the situation at the moment. Before the prescribed period ends, a decision will be made once again, and unless there is a serious request from the government to refrain from holding gatherings, there is no plan to continue the suspension of the mass during the entire period when there are cases of infections. I hope you understand that this as an emergency safety measure to stop the spread of the infection.
We absolutely believe in the power of prayers. There is no stopping us from praying just because the infections had spread widely. In taking various practical measures to respond to COVID-19, there is no point in having a Church in this world unless we include our spiritual response in our fight against COVID-19.
Recalling the words of our Lord commanding ＂Do this in memory of me,＂ would lead us to think that the suspension of the mass is for us a spiritual defeat. The fact is we must offer more prayers than usual during this time of crisis. The suspension of the mass is actually not a defeat, but rather it is an opportunity for us to reaffirm the power of prayer, to deepen our spiritual life through prayer, and to recognize from our hearts its power.
Grounded on a faith that hopes for life, with compassion and love, let us pray to God our Father, through the intercession of our blessed Mother, that He may restore those who are infected by COVID-19 and take full control of the situation.
